Choose Power Automate when your small business runs mainly on Microsoft 365 or needs Windows desktop robotic process automation (RPA). Shortlist Activepieces when you want mixed-SaaS workflows or a genuinely self-hostable automation core. Neither wins on price until you identify the required connectors, users, execution volume, and operating responsibilities.

Activepieces currently advertises Free, Plus, Team, and Ultimate plans using credits—not the older per-active-flow pricing still found in comparisons. Power Automate separates Microsoft 365 seeded rights, Premium user licenses, Process capacity, and Hosted Process capacity. Those are different purchasing models, not interchangeable subscription tiers.

The decisive question is what must run: an API workflow, a Microsoft approval process, or a bot operating a desktop application. Then establish who may run it and who fixes failures. A cheap subscription does not compensate for a missing connector action or an unattended Windows machine nobody maintains.

Verified September 11, 2026, against current first-party pricing, licensing documentation, and connector source/reference pages. This is a vendor-independent documentary comparison, not hands-on testing. Examples are hypothetical planning calculations, not benchmarks.

Power Automate is the stronger first shortlist for Microsoft-centric operations and desktop RPA; Activepieces deserves the first trial for API-based mixed-SaaS work and self-hosting. Treat these as fit judgments, subject to the connector proof below.

Activepieces prices plan access and credits; Power Automate prices user rights or allocated automation capacity. Compare the configuration you need, not just the lowest number.

The following are publicly listed dollar prices checked on the drafting date. Microsoft figures are US dollars, billed annually; Activepieces displays dollar-denominated annual-billing prices. Confirm currency, taxes, region, and actual checkout terms before purchase. Activepieces pricing and Microsoft licensing guidance are the primary references.

Activepieces says every commercial plan can run in its cloud or on your servers at the same plan price. That does not make paid self-hosting free, or make the Community edition equivalent to the paid plans. The repository license excludes enterprise directories from MIT; the license documentation explains the commercial boundary.

Credits, requests, and bot capacity are different units

Activepieces' pricing page says one credit covers a whole automation run regardless of steps. Its accessible pricing evidence did not establish a complete overage rate card or all AI debiting rules; those are quote/dashboard checks, not invented numbers in this comparison. BYO model keys can also generate a separate provider bill.

Power Platform requests count connector calls, HTTP and built-in actions, including failures, retries, and pagination. Microsoft's official allowances include 40,000 requests per Premium user per 24 hours and 250,000 per Process or Hosted Process license per 24 hours; Microsoft 365 users with applicable Power Platform rights have 6,000. The request documentation still describes higher transition allowances. Design against official entitlements, not temporary headroom. Connector throttles apply separately.

Desktop flow executions themselves do not consume Power Platform requests; associated cloud-flow actions can. A bot's useful capacity depends on job duration and concurrency—not a conversion from credits or API requests.

“Unlimited flows” does not mean unlimited resources. Activepieces' Cloud limits include ten minutes of active flow execution, a 30-day paused-flow lifetime and execution-data retention, and a 10 MB step-file limit. Self-hosted settings can differ. Long approvals, large attachments, and replay needs belong in the trial.

Microsoft 365 seeded rights are useful, but not Premium

An eligible Microsoft 365 subscription can cover standard-connector automation, but it does not grant unrestricted Power Automate Premium rights. Office 365 Outlook and SharePoint are classified as Standard; the general Microsoft Dataverse connector is Premium.

Microsoft's licensing FAQ distinguishes execution context:

  • Automated and scheduled premium cloud flows: generally use the owner's license context; recipients do not automatically all need Premium simply because they receive an output.
  • Instant premium flows: each invoking user generally needs Premium unless the flow is appropriately capacity-licensed or another applicable entitlement covers that use.
  • Process-licensed cloud automation: assign capacity to a solution-aware flow or an eligible flow group. The current FAQ permits up to 25 solution-aware flows in a group sharing 250,000 daily actions. Parent and child flows must be explicitly included; sharing a business purpose is not enough.

Do not use a shared login to sidestep user licensing. Model real triggers, owners, and users before comparing five Premium users with one Process license.

Dataverse storage is not the same as unrestricted application access. Microsoft's pricing comparison lists accrued database/file capacity of 250 MB/2 GB for Premium and 50 MB/200 MB for Process and Hosted Process, pooled at tenant level. Separate app rights and restricted-table rules may apply. Dataverse for Teams and the existence of a database behind solution-aware flows do not turn every standalone Dataverse operation into a Microsoft 365 seeded entitlement.

Cloud, self-hosting, and RPA: who owns what?

Activepieces can be self-hosted as an automation platform; Power Automate's on-premises data gateway is a bridge to Microsoft's cloud service. A local gateway is not a self-hosted Power Automate control plane.

Activepieces' installation documentation describes application, worker, PostgreSQL, and Redis containers. Backing up an installation folder alone does not back up its database; recovery also needs protected encryption-key material. Name an operator before choosing this route.

Microsoft's gateway documentation describes outbound connectivity between local sources and cloud services. Desktop RPA instead drives application interfaces. Unattended Windows execution has session and sign-in constraints; UI changes and screen resolution can break automations.

There is a documentation caveat worth confirming: Microsoft's licensing FAQ describes Hosted Process as usable like Process, while its license-types page still carries an availability footnote about that superset behavior. Verify the exact capacity assignment in your tenant rather than buying Hosted Process as a speculative substitute.

Three normalized workflow examples

Normalize the outcome, workload, and acceptance criteria—not the vendors' billing units. These examples exclude tax, app subscriptions, implementation, and failure-driven usage. They are not tested configurations or all-in quotes.

1. Microsoft-first request routing: 1,000 requests per month

Assume 50 requests on each of 20 working days. Each request arrives in an ordinary Outlook mailbox, creates a SharePoint list item, and sends a confirmation. No AI, custom API, premium connector, or desktop action is required.

Power Automate can be the incremental-$0 option if the existing Microsoft 365 licenses and environment cover this standard-connector design. Assuming five counted cloud actions per request for planning yields 250 daily requests before retries, polling, or other flows; actual monitoring must confirm the total.

Activepieces would use approximately 1,000 base run credits if each request starts one billable flow run. Fifty daily runs fit the advertised Free allowance under that narrow assumption; Plus provides monthly headroom and additional user access. Extra run-triggering behavior changes the calculation. Power Automate is the first choice here when Microsoft identity and administration are already established.

2. Mixed-SaaS lead intake: 5,000 leads per month

Assume one intake event updates or creates a HubSpot contact and logs the result, with 250 leads on each of 20 working days. Require idempotency, custom-field mapping, and a recoverable failure queue. Model ten counted Microsoft actions per lead: 2,500 requests on a working day before retries and other use.

Activepieces Plus advertises 10,000 monthly credits at $16/month billed yearly: 5,000 single-run, non-AI events would fit its base credit allowance. Free's 100/day does not cover 250/day. Confirm the actual debit behavior and user count in the trial.

For Power Automate, one properly licensed owner of an automated premium cloud flow can make $15/month Premium the starting automation cost. If five people instead invoke an instant premium flow, five Premium licenses total $75/month, unless valid Process or other rights cover it. Do not price every automated flow as though every recipient presses a premium button.

Activepieces earns the first trial for a mixed-SaaS team, but there is no automatic price winner. Connector support and the real trigger design may outweigh the $1 difference between two headline plans.

3. Legacy desktop entry: 200 jobs per month

Assume ten jobs per working day, each taking six minutes, in a Windows application with no usable API. That is 60 minutes of serialized desktop execution per day, not 200 Power Platform requests or 200 Activepieces credits.

For attended execution, one Power Automate Premium user starts at $15/month, with an available workstation and user session. For unattended execution, one Process bot starts at $150/month plus your machine; Hosted Process starts at $215/month including hosted machine capacity. Budget required Premium rights for RPA development and the desktop-flow connection user separately, plus target application licensing. A new setup with one necessary Premium user therefore starts at $165 or $230 respectively before those other costs.

One bot might fit the serialized workload, but it cannot execute two desktop jobs simultaneously. Test peak arrival windows and failures. Activepieces is not an equivalent native desktop solution here: price any external RPA service and its integration separately. Power Automate is the direct shortlist.

Check connector actions, not integration logos

An integration listing proves less than a working trigger, field mapping, and retry path. Current first-party references reveal useful distinctions:

Activepieces repository listings are source inspection, not proof that the same version is deployed in your workspace. The reviewed Outlook and HubSpot pieces declare minimum supported releases; pin and verify the installed versions. Likewise, do not generalize one Microsoft HubSpot connector listing to every third-party offering.

Use this proof-of-concept checklist:

  • Record each trigger/action name, version, publisher, edition, and region.
  • Test authentication with the intended production identity and least-privilege permissions.
  • Exercise custom fields, attachments, pagination, empty values, and duplicate events.
  • Expire authorization or simulate a rate limit; check alerts and safe retries.
  • Confirm failures cannot silently create duplicate invoices, contacts, or messages.
  • Measure daily peaks, run-credit debits, counted actions, and any AI/provider charges separately.
  • Verify log retention, export, recovery, and ownership transfer when the builder leaves.

Approve the platform only when the required workflow passes, not when a demo's happy path looks convincing.

AI: separate the builder from paid execution

A conversational workflow builder, an AI step, and an autonomous agent have different cost and permission implications. Activepieces lists chat-to-automation and Agents on Free, BYO AI keys on Plus, and higher-tier governance separately. Its agent documentation describes agents choosing tools at runtime; that is not a guarantee of deterministic results or unlimited model usage.

Copilot in Power Automate helps create and change cloud flows. It does not waive premium connector licensing, supply unattended bot capacity, or confer unrestricted Copilot Studio agent runtime. Confirm availability and administrator settings in the target environment.

AI Builder adds another boundary. Microsoft's AI Builder licensing documentation says runtime AI features consume AI Builder credits or Copilot Credits; AI Builder actions make a Power Automate flow premium. An environment with Dataverse is a prerequisite. Building/testing a model is not the same as funding its production execution.

Microsoft currently lists 5,000 seeded AI Builder credits per month for Premium, Process, and Hosted Process, subject to eligible licensing and the tenant accrual cap. These are AI Builder credits, not Copilot Credits or an unlimited agent allowance.

Watch the November 1, 2026 transition. Microsoft's updated transition documentation says new or renewed eligible licenses stop receiving seeded AI Builder credits from that date; previously eligible contracts retain their seeded credits through the contract term. Do not model current included credits as perpetual—or claim all existing credits vanish on November 1. Existing AI Builder capacity-add-on contracts have their own expiration rules.

Keep AI output behind a human approval step for payments and consequential record changes. For either vendor, budget model calls, tool usage, and exception handling; never translate Activepieces credits directly into Copilot Credits.

Hidden costs and governance requirements

The largest surprise is often the configuration needed to operate safely, not the entry subscription. Evaluate these costs before an annual commitment:

  • Paid governance: Activepieces Team includes SSO and standard roles; Ultimate adds custom roles, SCIM, releases, audit logs, and secrets. MIT access is not a promise of those controls. Compare the exact edition, not an enterprise screenshot with a Community price.
  • Microsoft environment licensing: Managed Environments require qualifying standalone or capacity coverage for active use. Do not assume a standard-connector flow retains the same cost after enabling them.
  • Data access: Power Platform data policies govern connector access. They need configuration and review; a platform's controls do not certify your workflow. Self-hosting also does not prevent data reaching connected SaaS or AI providers.
  • Operations: Budget gateway updates, worker capacity, backups, restoration drills, bot machines, release testing, and someone to handle failures. Vendor-hosted infrastructure removes only part of that responsibility.
  • Upstream licenses and support: An available connector does not include the target app's API rights. Preview/community-maintained integrations may need a different escalation plan from vendor-supported ones. Unattended access to Microsoft 365 or another application can require separate licensing.

Use run history to troubleshoot, but maintain a business reconciliation record: input ID, attempted action, destination ID, outcome, and exception owner. Logs alone are not a durable accounting or compliance ledger.

A migration sequence with a rollback point

Migrate one representative workflow before moving the portfolio. Do not expect a flow export from one vendor to import as an equivalent automation in the other.

  1. Inventory flows, triggers, connections, owners, licenses, data classifications, and peak volumes. Separate API work from desktop tasks.
  2. Map every operation to the destination's real action and permissions. Resolve unsupported fields and paid-edition requirements before building.
  3. Establish development/test access, recovery procedures, production ownership, and a documented license/usage budget.
  4. Rebuild using synthetic or approved sample data. Preserve IDs, timezone handling, error states, and idempotency keys.
  5. Run a shadow comparison with destination writes suppressed or sandboxed. Reconcile expected outcomes and exceptions; do not let two live writers duplicate transactions.
  6. Switch one workflow during an agreed window. Keep the original disabled but recoverable, with a cutoff timestamp and replay plan.
  7. Review actual usage, failures, and support burden before retiring the old configuration and repeating the sequence.

No universal “five-minute setup” claim belongs here. A basic API flow and a production unattended bot have different acceptance work. Use Activepieces pricing for its plan context, or Activepieces vs Zapier if the shortlist does not need Microsoft desktop automation.

Can Power Automate be self-hosted?
